The Decision Record & Control Standard (DRCS v2.0) is an open-source specification for multi-principal governance architecture that resolves the conformism trap in GRC systems. It implements fifteen regulatory convergent fields plus a system welfare field, cryptographic integrity through Merkle tree sealing, and a Gaming Signature Index for ceremonial compliance detection. A formal theorem proves that multi-principal broadcast makes conformism strictly dominated. Six research programs test the mechanism.
