Domain-Level Exposure

MONDAY MORNING ACTION
Pick one material decision, open the 17-field template, fill Field 15 (pre-decision prediction) and Field 17 (system-welfare impact) before approval, add the evidence link or local verification pending note, then route the record to the reviewer identified in Policy Lab. If Policy Lab has no mapped reviewer for the domain, route it to counsel, the accountable decision owner, or the public actor named in the closest domain evidence.
Your P&L may show gains while the market, regulatory, or ecological system your revenue depends on is degrading. This diagnostic tests that possibility before any Hollow Win conclusion is drawn.
This applies when revenue depends on a shared system the firm does not control. Use the diagnostic below with the Domain Tables, Policy Lab, and 17-field template before treating any company as exposed.

MONDAY MORNING ACTION
Pick one material decision this week: a renewal approval, procurement award, model release, product redesign, or pricing change.
  1. Open Policy Lab or the U.S. 61-domain country map to identify the public actor, docket owner, board owner, or reviewer who could test the record.
  2. Open the 17-field template.
  3. Complete all 17 fields before approval, including Field 16 (PREDICTION), Field 15 (ALTERNATIVES), and Field 17 (SYSTEM_WELFARE_IMPACT).
  4. Check the domain welfare beta (βW) in the 61-domain table, attach the evidence link, and verify the $72 trillion annual-loss evidence note if the aggregate claim matters to the decision.
  5. Route the completed record to the reviewer identified in Policy Lab, counsel, the accountable decision owner, or the public actor named in the closest domain evidence.
This is a proposed research framework for counsel-supervised use with domain reviewers. The proposed Game-Change repair claim applies when the parties, incentives, missing system cost, and available rule change can be specified. Before treating a repair path as transferable, verify those items in the local record.
Non-U.S. adaptation: replace CFPB and state references with the closest local consumer-protection regulator, conduct authority, procurement reviewer, docket owner, or legislative committee only after local legal and domain review; mark the local statute, filing channel, and remedy as local verification pending until checked.
REGULATORY ACTION PATH
  1. If three or more diagnostic flags are red, treat the case as a research signal for preliminary review, not as a legal finding.
  2. Use Policy Lab to identify the public actor, supervisory file, consultation, procurement owner, or enforcement channel that could test the record.
  3. Draft a 17-field decision record with Field 16 (PREDICTION), Field 17 (SYSTEM_WELFARE_IMPACT), domain βW, evidence link or local verification pending note, and uncertainty note.
  4. Submit the record to counsel, the named reviewer, or the relevant rulemaking/enforcement docket before treating the path as implementable.
Example: for payday lending, use this sequence: (1) open the payday lending study record; (2) use βW = 7.08 from Domain Tables; (3) write the rollover decision into Field 17; (4) route the record to the CFPB consumer-complaint channel, a state attorney general consumer-protection division, or the state banking regulator named in Policy Lab. QUESTION 1
Does your revenue depend on a shared system — a market, a commons, a benchmark, an ecosystem — that you do not control?
Private-Systemic Tension Axiom 1 — Overlapping Interests. If the answer is yes, your revenue is embedded in something bigger than your balance sheet.
QUESTION 2
Can your finance team compute this quarter's earnings without knowing the health of that system?
Private-Systemic Tension Axiom 2 — System Independence. If the answer is yes, your internal metrics may not cover the system exposure your revenue depends on.
QUESTION 3
If the system collapsed, would your revenue survive?
Private-Systemic Tension Axiom 3 — System Dependence. If the answer is no, you may be extracting from a system you depend on. That is a Hollow Win indicator.
QUESTION 4
What is the βW of your primary revenue stream?
βW is annual system-welfare loss divided by annual industry revenue Π, never profit. The numerator and denominator must use the same domain, same time period, and same activity boundary. Use only an admitted domain value with its source boundary and claim-status badge. Legacy point estimates and interval bands remain withheld while the evidence-backed simulations are rebuilt.

Retrospective enforcement examples can clarify delayed correction, but they are not calibrated domains unless Domain Tables supplies a current βW row. Use Domain Tables and your own domain record for T* estimation.
QUESTION 5
What is your T* — the crossover time until the system damage reaches your balance sheet?
T* = δ/(ηλ). This is a domain-specific calibration question, not a prompt to copy any retrospective case timeline. The question is not whether the correction comes. It is when.
QUESTION 6
Has any regulator, anywhere in the world, begun proceedings related to your domain?
The EU typically moves first. Digital Markets Act, EU Deforestation Regulation, Forever Chemicals restriction, Platform Work Directive — all EU-led. US enforcement follows. If Brussels is investigating your industry, Washington is watching.
QUESTION 7
If system welfare costs were fully priced, would your company's valuation survive?
System-adjusted payoff: private profit minus welfare cost. If the result is negative, the private payoff is smaller than the welfare cost imposed on the system.
