WHAT'S NEW · Original empirical discovery that 16 regulatory regimes independently converged on an identical 14-field decision-record architecture. No prior work documents this convergence across such breadth.

The paper establishes that sixteen independently evolved regulatory regimes on four continents converged on an identical fourteen-field decision-record architecture. The convergence is structural, not stylistic: adversarial reconstruction imposes the same informational requirements regardless of sector or jurisdiction. The only non-convergent field is SYSTEM WELFARE, which bilateral regulation cannot generate internally. The paper proposes a Game-Change reform to add PREDICTION and SYSTEM WELFARE fields, shifting the equilibrium from Hollow Win to Win-Win-Win.
