Persistent organic pollutants (POPs) such as PCBs, organochlorine pesticides, PBDEs, and dioxins continue to cause massive welfare destruction decades after production bans. The paper applies the System Asset Pricing Model (SAPM) to quantify the ratio of annual welfare destruction to annual industry revenue (βW).
