How to interpret these labels

Urgency is a qualitative editorial assessment of time sensitivity and potential severity in the underlying working research. Addressability is a qualitative assessment of whether identifiable institutions and public interventions may materially affect the issue. The labels are research triage categories; they are not measured forecasts, comparative rankings, or recommendations. Recheck both classifications against current primary sources before use.

Possible public intervention

Candidate interventions discussed in the literature: (1) extending the Wassenaar Arrangement to cover AI-relevant dual-use technology; (2) institutional-review requirements for dual-use research at universities and national laboratories; (3) capability-disclosure incentives for synthesis providers, with liability carve-outs for those who report suspected misuse. No single intervention closes the capability-diffusion gap.

Open policy gap

No enforceable international treaty covers autonomous weapons or AI-enabled bioweapon design. Dual-use AI models fall outside existing export control categories. The gap is not ignorance. It is architecture.
