7 domains mapped · Code: TV
These are jurisdiction-specific research-progress records. They expose first moves, likely actors, and institutional infrastructure where mapped; they are not a claim that every country has a finished statutory memo for all 61 domains.
NON-UNITED STATES TRANSLATION RULE
For countries with fewer than 10 mapped domains, use the United States 61-domain map as the reference corpus, then translate only domains with locally verified regulators, authority hooks, statutes, or dockets.
Tuvalu's GDP is roughly $0.1B (2023, World Bank), making it one of the smallest economies in the world. Its real revenue base is fishing-license fees from foreign distant-water fleets operating in its tuna-rich exclusive economic zone, lease income from the ".tv" internet domain, and external transfers including the Tuvalu Trust Fund. The most material market-failure domain is fisheries, where overfishing of migratory tuna stocks by foreign vessels degrades a shared ocean system that Tuvalu depends on for revenue and food security.
DOMAINS (7)
Fisheries (Western and Central Pacific tuna purse-seine)
βW = 1.11
Canonical domain beta-W
Canonical domain beta-W from Fisheries. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Tuvalu's tuna licensing revenue is metered transparently through the Parties to the Nauru Agreement Vessel Day Scheme, so the gap between license fees collected and the long-run value of depleted stocks is directly computable from catch and effort records. Because foreign fleets must buy access days, Tuvalu holds a real pricing lever over the externality rather than facing a purely physical limit.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Raise and index the minimum benefit per vessel day through the Parties to the Nauru Agreement Vessel Day Scheme, capturing more of the resource rent that currently accrues to distant-water fleets.
A2Tighten observer coverage and electronic monitoring under the Western and Central Pacific Fisheries Commission to cut illegal, unreported and unregulated catch that erodes the stock.
A3Expand domestic value-added and conditions on licenses (transshipment limits, crewing, landing requirements) so more of the catch value stays in Tuvalu.

Insurance & Climate Risk
βW = 2.26
Canonical domain beta-W
Canonical domain beta-W from Insurance & Climate Risk Mispricing. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Tuvalu sits a few metres above a rising ocean, and as actuarial models price its atolls as a near-total loss, private insurers withdraw, leaving homes, the hospital on Funafuti, and public assets uninsurable while emitters elsewhere keep the premiums they never paid. The trap weakens because the climate cost is concentrated, documented, and already on the agenda of the funds and treaties Tuvalu belongs to.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Route Tuvalu into a regional sovereign parametric risk pool so payouts trigger on measured storm-surge or wind thresholds rather than slow loss adjustment after each event.
A2Use the Tuvalu Coastal Adaptation Project land-reclamation and seawall works to make insured assets defensible, lowering modelled loss before insurers reprice.
A3Pursue dedicated loss-and-damage financing through the UNFCCC fund so the residual risk private insurers refuse to carry is met by the parties responsible for the emissions.

Plastics (marine and imported packaging waste)
βW = 5.42
Canonical domain beta-W
Canonical domain beta-W from Plastics and Petrochemical Waste. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Almost everything Tuvalu consumes arrives wrapped in single-use plastic that the country cannot landfill safely on a coral atoll, so it burns, buries, or watches it wash into the same reefs and tuna grounds the economy lives on. The cost lands entirely on Tuvalu while the manufacturers offshore keep the gain, which is the gap a deposit and import-control regime can close.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Impose import levies and deposit-return requirements on the trading companies bringing in plastic packaging, funding collection and shipment of waste off-island.
A2Ban specific single-use items (bags, polystyrene) where local substitutes or returnable systems exist.
A3Join a regional Pacific producer-responsibility scheme so brand owners shipping into the islands fund end-of-life handling.

Shipping & Maritime (Tuvalu Ship Registry / flag of convenience)
βW = 1.34
Canonical domain beta-W
Canonical domain beta-W from Shipping & Maritime Emissions. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Tuvalu rents its sovereign flag to foreign vessels through a registry run out of Singapore, earning fees while the country carries the reputational and safety liability of a fleet it cannot inspect, evidenced by Tuvalu's grey or black listing under the Paris and Tokyo port-state control regimes. Because the registry is a deliberate policy choice, Tuvalu can rewrite its own standards and keep the revenue while shedding the externality.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Walk away from the flag-of-convenience model entirely (not addressable from inside the game while retaining the revenue).
A2Raise registry standards and inspection requirements to exit the Paris/Tokyo MoU grey and black lists, using the regional safety body for survey capacity.
A3Screen registrations against sanctions and labour standards so the flag stops attracting sanctioned or substandard tonnage.

Tobacco
βW = 6.5
Canonical domain beta-W
Canonical domain beta-W from Tobacco. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Tuvalu carries one of the Pacific's heaviest smoking burdens, and every imported carton transfers a small margin to foreign manufacturers and importers while loading the country's single hospital with cancer, heart, and lung disease it can barely treat. With a closed import channel and a tiny number of suppliers, border taxation and plain-packaging rules are unusually enforceable here.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Raise tobacco excise sharply at the border, where every cigarette enters through customs, and ring-fence the revenue for health.
A2Enforce full WHO Framework Convention on Tobacco Control measures: plain packaging, graphic warnings, advertising and point-of-sale bans.
A3Set a phase-down import quota toward a tobacco-free generation target.

Ultra-Processed Food (imported corned beef, white rice, sugar)
βW = 0.83
Canonical domain beta-W
Canonical domain beta-W from Ultra-Processed Food. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Roughly half of Tuvaluan adults live with obesity and more than a quarter with diabetes, driven by a shift from local fish and root crops to imported corned beef, white rice, and sugary drinks; the importers and overseas manufacturers profit while the health system absorbs the chronic-disease cost. Because nearly all of this food crosses one customs line, fiscal and procurement levers bite quickly.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Use border tariffs and a sugar-sweetened-beverage tax to shift relative prices toward fresh and local foods, with revenue funding local production.
A2Reform school and hospital food procurement and public food assistance to favour fish and local produce.
A3Support local fishing, gardening, and pulaka cultivation to rebuild a domestic food supply that displaces imports.

Sovereign Debt
βW = 4.67
Canonical domain beta-W
Canonical domain beta-W from Sovereign Debt & Intergenerational Extraction. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Tuvalu has no domestic capital market and depends on fishing-licence revenue, aid, and the Tuvalu Trust Fund, so any external borrowing or aid-conditionality cycle that prices in climate and isolation risk can lock the country into terms it cannot service while creditors collect. Because Tuvalu's fiscal position is small, transparent, and tied to a managed trust fund, restructuring and climate-linked relief are unusually achievable.
4 actor-lane actions mapped
GAME-CHANGE ROUTES
A1Default and walk away (not addressable from inside the game; it would cut Tuvalu off from concessional finance).
A2Negotiate concessional and grant-based climate and development finance rather than market-rate debt, with terms that account for climate vulnerability.
A3Insert climate-resilient debt clauses that pause repayments after a disaster, and protect the Tuvalu Trust Fund from being drawn down to service debt.
