Seychelles is an Indian Ocean archipelago with a GDP of roughly $2.2 billion (2024, World Bank), built on high-end tourism, industrial tuna fishing and canning, and an offshore financial-services sector. Its two most material market-failure domains are fisheries, where the Western Indian Ocean tuna stock is depleted by purse-seine fleets landing at Port Victoria, and offshore finance, where its International Business Company regime exposes it to cross-border tax-base erosion and money-laundering risk.
