Pemex (Petróleos Mexicanos) — Mexico's state-owned petroleum company and one of the most indebted oil companies in the world (over $100B in financial obligations). Pemex's board is appointed by the president and includes government officials, making it highly politicized. The 2013 energy reform was intended to attract private investment and improve efficiency, but the current administration has reversed many reforms. CNH (Comisión Nacional de Hidrocarburos) — the independent regulator created by the 2013 reform to oversee exploration and production contracts, approve development plans, and ensure efficient resource extraction.
