These are jurisdiction-specific research-progress records. They expose first moves, likely actors, and institutional infrastructure where mapped; they are not a claim that every country has a finished statutory memo for all 61 domains.
NON-UNITED STATES TRANSLATION RULE
For countries with fewer than 10 mapped domains, use the United States 61-domain map as the reference corpus, then translate only domains with locally verified regulators, authority hooks, statutes, or dockets.
G20 economy ($1,396.3B GDP). Large palm oil producer (palm oil=~3.5% GDP) and the second-largest capture-fisheries producer on Earth, with an immense archipelagic exclusive economic zone. Significant coal (1.22% rents), oil/gas (1.61%), and mining (1.91%). Overfishing and illegal, unreported and unregulated (IUU) fishing degrade shared tuna and reef stocks; palm-oil expansion has driven catastrophic deforestation.

Canonical domain beta-W
Canonical domain beta-W from Fisheries. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Indonesia lands roughly 7 million tonnes a year, much of it shared tuna stocks managed across borders. Vessel-monitoring data, catch documentation, and satellite tracking make the welfare cost of overfishing and IUU activity directly computable against landed value. The 2014–2019 enforcement drive — sinking foreign vessels and suspending transshipment — showed the route is viable by the state when political will exists.

GAME-CHANGE ROUTES
A1Full electronic catch-documentation and vessel-monitoring (VMS/AIS) coverage tied to landing and export licences, so every tonne is traceable to a legal vessel and stock. When catch is verifiable against stock assessments, the ove...
A2Bind the national quota to the regional stock assessments of the tuna commissions (WCPFC and IOTC) and enforce transshipment controls, removing the cross-border loophole that lets IUU catch be laundered at sea.
A3Reform the fuel subsidy and licensing regime that rewards effort (more boats, more fishing days) rather than sustainable yield.

Palm Oil

Canonical domain beta-W
Canonical domain beta-W from Palm Oil. Local route severity is a country-route triage value and is not used in the aggregate portfolio.
Axiom 1
Axiom 2
Axiom 3
PRIMARY ROUTE:Indonesia produces ~60% of global palm oil. EUDR compliance will require zero-deforestation traceability to plantation level. When per-plantation forest loss data is linked to palm oil transactions, W becomes computable from commodity prices.

GAME-CHANGE ROUTES
A1EUDR compliance forcing zero-deforestation supply chain traceability. When international buyers require verified deforestation-free palm oil, the overlapping interest in clearing forest for new plantations weakens — productivity i...
A2Mandatory per-concession environmental data (fire occurrence, peat depth, biodiversity surveys) linked to ISPO certification. Indonesia's KLHK already monitors deforestation by satellite — publishing per-company data makes W compu...
A3Partially addressable. Palm oil monoculture inherently reduces biodiversity. However, smallholder agroforestry and yield improvement on existing plantations can reduce pressure for new forest conversion.
