Ministry of Ecology and Natural Resources — Azerbaijan's environmental authority, responsible for environmental monitoring, permitting, and enforcement. The Ministry oversees environmental impact assessments for energy projects. SOCAR (State Oil Company of the Azerbaijan Republic) — the national oil company controlling all upstream and downstream petroleum operations.
